The administration presented a great deal of data regarding graduation rates of students at the district's seven high schools.  While the information was impressive, it was not particularly relevant because it represented only those students who began the 12th year at the school and subsequently graduated that year.

We do not get a sense of urgency and dynamic leadership on the part of either the board or administration in mounting a strong turnaround effort.  What we do get is a feeling of "ownership" of the district by board and constituents.

Our previous discussion focused on staffing and the study’s conclusion that policies and constraints leave the principals out of hiring decisions and frequently do not get the best teachers in the classrooms.
